Eight councils were asked to form the Ad Hoc Committee of Local Councils when the BSA started bankruptcy proceedings in 2020. This Committee sought to represent the interests of Local Councils in the proceedings. A broader group was formed as the Local Council Working Group (LCWG) to support the Committee and to address concerns of common interest. The LCWG actively worked to address the interests of all councils--large and small--in the bankruptcy, especially those related to Charter Organizations and Local Councils. The exchange of ideas, advocacy for local council concerns, and efforts to resolve problems of common interest made it clear that even when the work of the Committee would come to a conclusion, there would be value in having an independent forum for Local Councils. The Association of Scout Councils was formed for this purpose.
